The Ministry of Commerce website reported on June 15 that the Ministry of Commerce has just issued a "Notice on the review of the investigation and review of the anti-dumping measures against the import of high-temperature pressure-bearing alloy steel seamless steel pipes for the United States and the European Union."


On May 9, 2014, the Ministry of Commerce issued the No. 34 announcement in 2014, and decided to impose anti-dumping duties on imported high-temperature alloy steel seamless steel pipes originating from the United States and the European Union from May 10, 2014.


On May 10, 2018, Inner Mongolia North Heavy Industry Group Co., Ltd. applied for the application of the alloy steel seamless steel pipe industry for high-temperature pressure bearing in China to the Ministry of Commerce, and advocated that the United States and the European Union export relevant high-temperature pressure-bearing alloy steel seamless steel pipes to China. The dumping margin has increased, exceeding the current anti-dumping tax rate applicable, and requests for review of the anti-dumping measures during the period of dumping and dumping.


On May 14, 2018, the Ministry of Commerce notified the US Embassy in China and the EU Delegation to China on the review of the dumping and dumping period, and forwarded the public copy of the application and the non-confidential summary of the confidential information. On June 11, 2018, the European Commission submitted a comment.


According to the "Anti-dumping Regulations of the People's Republic of China" and the "Regulations on the Review of Dumping and Dumping Periods", the Ministry of Commerce has reviewed the applicant's qualifications, the export prices of the products for investigation, the changes in the normal value and the dumping margin.


The Ministry of Commerce reviewed that the application was in compliance with the "Anti-dumping Regulations of the People's Republic of China" and the conditions for reviewing the case during the period specified in the "Review Rules for the Period of Dumping and Dumping." The Ministry of Commerce decided to review the period of dumping and dumping margins for anti-dumping measures applicable to import-related high-temperature pressure-bearing alloy steel seamless steel pipes originating in the United States and the European Union from the date of this announcement.

The product range reviewed during this anti-dumping period is an alloy steel seamless steel pipe imported from the United States and the European Union. The detailed description is consistent with the product description specified in the 34th Announcement of the Ministry of Commerce in 2014. Product name under investigation: related alloy steel seamless steel pipe for high temperature bearing, also known as P92 seamless steel pipe, 10Cr9MoW2VNbBN seamless steel pipe, X10CrWMoVNb9-2 seamless steel pipe, etc.; English name: ContainingAlloy-Steel Seamless Tubes and Pipes for High Temperature and Pressure Service.


Specific description: the outer diameter is above 127mm (including 127mm), the chemical composition (wt%), the content of carbon (C) is greater than or equal to 0.07 and less than or equal to 0.13, the content of chromium (Cr) is greater than or equal to 8.5 and less than or equal to 9.5, molybdenum ( Alloy steel seamless steel pipe with a content of Mo) of 0.3 or more and 0.6 or less, a content of tungsten (W) of 1.5 or more and 2.0 or less, a tensile strength of 620 MPa or more, and a yield strength of 440 MPa or more, whether or not further Processing.


Main use: The alloy steel seamless steel pipe for high temperature bearing has strong high temperature strength and creep resistance, and is mainly used in supercritical and ultra supercritical power station boilers and power station steam pipes.


The product belongs to the "Import and Export Tariff of the People's Republic of China": 73045110, 73045190, 73045910 and 73045990. Other steel pipe products that do not meet the specific description of the products under investigation under the above tariff codes are not within the scope of this survey.


Second, review the investigation period and review scope

The dumping investigation period for this review is from April 1, 2017 to March 31, 2018.


(2) Scope of review.


The scope of this review is applicable to the export price, normal value and dumping margin of alloy steel seamless steel pipe products imported from the United States and the European Union.


Third, the review process


(1) Comments from interested parties.


Any interested party may submit a written opinion on this review within 20 days from the date of publication of this announcement and provide evidence accordingly.


(2) Registration to participate in the response.


Any interested party may register with the Trade Remediation Investigation Bureau of the Ministry of Commerce to participate in the review of this anti-dumping period within 20 days from the date of this announcement. Stakeholders participating in the survey should provide basic information, reference to the quantity and amount of products being investigated and imported into China, the quantity and amount of similar products produced and sold, and the related information, etc., according to the Reference Format for Registration Participation Survey. (3) Questionnaire issuance.

Interested parties may submit written requests for hearings in accordance with the provisions of the Anti-Dumping and Countervailing Investigation Hearing Rules of the Ministry of Commerce. The Ministry of Commerce may also hold a hearing if necessary.

The Ministry of Commerce will send staff to the relevant countries for on-site verification when necessary; any materials submitted by the interested parties shall include a statement agreeing to the verification; the Ministry of Commerce will notify the relevant countries and enterprises in advance before the verification.


Fourth, no cooperation


According to Article 21 of the "Anti-dumping Regulations of the People's Republic of China", when the Ministry of Commerce conducts an investigation, the interested parties shall truthfully report the situation and provide relevant information. If the interested party fails to truthfully report the situation, provide relevant information, or fails to provide necessary information within a reasonable time, or otherwise seriously obstructs the investigation, the Ministry of Commerce may make a ruling based on the facts already obtained and the best information available. .
