On June 20, 2018, the U.S. Department of Commerce announced the initial subsidy of large-diameter Welded Pipes imported from China, India, South Korea, and Turkey.
The preliminary ruling: (1) China's compulsory responding companies Hefei ZijinSteelTubeManufacturingCo., HefeiZikingSteelPipe, PanyuChuKongSteelPipeCo.Ltd. and other Chinese manufacturers and exporters subsidy rate were 198.49%. (2) The subsidy rates for compulsory respondent companies Bhushan Steel and Welspun Trading Limited in India and other Indian producers and exporters are both 541.15%. (3) Korea's compulsory respondent company Husteel Co., Ltd. has a subsidy rate of 0.01% (micro-scope), Hyundai Steel Company subsidy rate of 0.44% (micro-scale), and SeAHSteel Corporation and other South Korean producers and exporters with a subsidy rate of 3.31%. (4) Turkey's compulsory respondent company HDMCelikBoruSanayiveTicaretA.S. has a subsidy rate of 3.76%, BorusanMannesmannBoruSanayiveTicaretA.S. has a subsidy rate of 1.08%, and Turkey's other manufacturers and exporters have a subsidy rate of 1.89%. The case involves the United States harmonized tariffs 7305.11.1030, 7305.11.1060, 7305.11.5000, 7305.12.1030, 7305.12.1060, 7305.12.5000, 7305.19.1030, 7305.19.1060, 7305.19.5000, 7305.31.4000, 7305.31.6010 , 7305.31.6090, 7305.39.1000 and 7305.39.5000 products. The U.S. Department of Commerce is expected to make a countervailing final ruling on this case on November 6, 2018.
On February 12, 2018, the U.S. Department of Commerce announced the initiation of dual counter investigations on large-diameter welded pipes imported from China, India, South Korea, and Turkey, and initiated anti-dumping investigations on products imported from Canada and Greece. On March 5, 2018, the U.S. International Trade Commission (USITC) issued an announcement to make a positive preliminary ruling on anti-dumping and anti-subsidy industrial damage to large-diameter welded pipes imported from China, India, South Korea, and Turkey, as well as imports from Canada and Greece. The products involved in the case have made a definitive preliminary ruling on anti-dumping industry damage.
