   On March 3, 2019, during the National Conference, Wang Yilin, member of the National Committee of the Chinese People's Political Consultative Conference and chairman of the China National Petroleum Corporation, told the China Business News that the Sino-Russian natural gas pipeline will operate in advance.


  He said that he hopes that the Sino-Russian natural gas pipeline will be put into operation in advance in early December this year. "The Russian side has already expressed this aspect, but we have not announced this matter."


  This is half a month to a month earlier than the previous business plan.

  Wang Yilin added: "We hope to ventilate in advance during the winter heating season."


  In May 2014, China and Russia signed a contract for the purchase and sale of Sino-Russian East-line natural gas with a total value of more than US$400 billion, an annual gas supply of 38 billion cubic meters and a term of 30 years.


  The starting point of the Sino-Russian East Line natural gas pipeline project is located at the Sino-Russian border of Heihe City, Heilongjiang Province, passing through 9 provinces and autonomous regions such as Heilongjiang, Jilin, Inner Mongolia, Liaoning, Hebei, Tianjin, Shandong, Jiangsu, and Shanghai. 3,371 kilometers is the long-distance natural gas pipeline with the largest diameter and highest pressure in China.


  In the winter of 2017, there was a gas shortage in North China, and in 2018, the gas shortage situation was significantly alleviated.


  PetroChina is a major supplier of natural gas. Wang Yilin told reporters: "This year, we have done a lot of preparation work, so there will be no gas shortage."


  In addition, the natural gas reform that China has been advancing has also been an important factor in easing the gas shortage.


  "The whole enterprise and the national level have been relatively tight. This year, the preparations are early, and the state has grasped the construction of the entire system of production, supply, and marketing." Wang Yilin said.


  Concerned share of provinces along the route


  When the reporter asked about the sales situation after the Russian gas entered China, Wang Yilin said: "There is no problem in China's natural gas sales market, and the demand is still very strong."


  A government official from the provinces of the Sino-Russian gas pipeline expressed concern to reporters: "I don't know how much we can save us."


  Gazprom recently said that the company's natural gas pipeline construction to China has been completed 99%. In addition, it is expected that natural gas will be delivered to China as early as December. The project plans to deliver 38 billion cubic meters of Russian natural gas to China each year.


  Wang Yilin previously told reporters: "The price of natural gas is a trade secret, but it is very competitive."


  Wang Yilin served as Chairman and Party Secretary of China National Petroleum Corporation in May 2015. He previously served as Chairman and Party Secretary of China National Offshore Oil Corporation.
